Distinguished Deputy Speaker and the citizens of Armenia,

I want to call on the international community members, and this is not the first time that I am calling on the international community. On November 16, the Azerbaijani forces has started provocative actions on the eastern border of the Republic of Armenia. They are shelling the sovereign territory of Armenia. The Republic of Armenia and the armed forces have taken appropriate actions to suspend the possible advance of the adversary country. By 14:00 o’clock, the situation is very tense and the military actions are going on. The Azerbaijani side is using artilleries, different firearms etc. This aggravation is due to the additional material being used by Azerbaijan on Armenia. The Republic of Armenia applied to the Russian Federation, citing the 1997 treaty between Armenia and Russia, and called on our partners to take all the measures to fulfill the commitments under the treaty to protect the territorial integrity of Armenia. Dear colleagues and compatriots, as in the case of 44-day war, today there is also a misinformation war, and the Azerbaijani side is attacking mass media spreading panic among the Armenian citizens. The Ministry of Defense of Azerbaijan has spread news, that ostensibly military actions have been carried out by the Armenian armed forces in Tavush region, but this information is nothing to do with the truth.
